Incentives
Major Incentives provided to Cooperative Societies:

Fiscal incentives 

No stamp duty is levied on: 

(i)  an instrument executed by the cooperative society; and 

(ii) an instrument executed by a member in relation to business transacted with the society, in accordance with its rules

 

No fee is payable by any cooperative society under any enactment relating to registration dues, transcription or inscription fees, except on deed of transfer witnessing the transfer of a motor vehicle. 

Dividend paid by a cooperative society is exempted from income tax. 

Duty free facilities on goods vehicles are provided to fishermen cooperatives. 

The surplus generated from sugar operations by sugar cane cooperatives is exempted from income tax. 

Cooperative Societies are exempted from payment of income tax in respect of income derived from non-sugar agricultural activities. 

 

Free Audit Services

 

The audit of accounts of cooperative societies is carried out by Government Officials free-of-charge

subject to the Co-operatives Annual Revenue of Society Regulations 2017. 

 

Infrastructural Facilities

 

Infrastructural facilities are provided to fishermen, cow breeders’, agricultural and pig breeders’ 

cooperatives to empower them and enable them to carry out their activities in a professional 

manner. 

 

Free Marketing Outlets

 

Cooperative Market Fairs are organized with the main objective of providing an outlet to cooperatives

free-of-charge for marketing their products.

 

Assistance is also provided to the Mauritius Women Entrepreneurs Cooperative Federation Ltd to 

organize Women Cooperative Fairs.

 
 

Sensitisation Programme on Cooperatives

 

The Ministry also assists in the promotion of cooperatives through organisation of media 

programmes, talks, sensitisation campaigns and workshops.

 
 

Project implementation 

Assistance for project write-up is provided to cooperatives in connection with applications for loans, state land, technical and financial assistance. 

Guidance and support are also provided to cooperatives for the implementation of their plans and projects.

 

Seeking assistance from abroad and from donor agencies for cooperative development 

projects

 

Financial and technical assistance are sought from abroad and donor agencies for implementation of

cooperative projects.

Education Scheme for Cooperative Societies 

Under the Education Scheme for Cooperative Societies, cooperatives benefit from the following: 

(a)   A financial assistance of 70% of the cost of the Training Course to a maximum of Rs10,000 per society for atraining course to be attended locally provided that such training course is not offered in the curriculum of the National Cooperative College. 

(b)   for a course to be attended abroad, financial assistance would be extended as follows: 

-            20% cost of air ticket to a maximum of Rs6,000 for each cooperative society; 

-          An adhoc allowance of Rs300 daily to a maximum of Rs9,000 for each society in the event board and lodging facilities are provided by the receiving training institution 

Or Rs500 daily to a maximum of Rs15,000 for each society in the event board and lodging facilities are not provided.

Upgrading of Cooperative Societies Scheme

The Scheme provides financial assistance to cooperatives for the following: 

(a)​​ Purchase of equipment and other tools relevant to the business activity of the Cooperative, including promotion of bio and green products, eco-packaging, quality and attractive labelling, barcode certification and value-added activities

The Scheme part finances the cost of the equipment to a maximum of 70% of its cost up to Rs20,000 for each cooperative society. 

(b) ​Printing of visiting cards or pamphlets/flyers 

The Scheme finances the printing of first 500 visiting cards or pamphlets/flyers for cooperative societies up to a maximum of Rs2,500 per cooperative society. 

(c) Project related to development, upgrading and value-addition of products and services, including related research. 

The Scheme finances 60% of the project cost to a maximum of Rs100,000.  Only the Ministry, the Tertiary Society or a Secondary Society is eligible to apply for this financial assistance.

Grant Scheme for the Purchase of Outboard Engine and Fishing Nets by Fishermen Cooperatives 

The Grant Scheme for the Purchase of Outboard Engine and Fishing Nets comprises the provision of financial assistance to fishermen cooperatives for the purchase of New Outboard Engine and Fishing Nets.  A grant of 80% of the cost of an Outboard Engine and Fishing Nets up to a maximum of Rs80,000 is provided under ​​the scheme as hereunder: 

(a)  40% of the cost of the Outboard Engine and Fishing Nets up to a maximum of Rs40,000 is financed by the Mauritius Fishermen Cooperative Federation Ltd; 

(b)  A matching grant of 40% up to a maximum of Rs40,000 is financed by the Co-operative Development Fund; and

 

(c)  The remaining cost is borne by the recipient fishermen cooperative society. 

Scheme for Market Fair for the benefit of Cooperative Societies 

The Scheme provides a financial assistance of 60% of the cost of the organization of a fair to a maximum of Rs 100,000 for one market fair every year. Only the Cooperatives Division of the Ministry and the Tertiary Society are eligible to apply for these scheme.

Grant Scheme to Cooperative Societies availing Book-Keeping Services from the Mauritius Co-operative Alliance Limited 

Cooperative societies benefit from a grant of 50% up to a maximum of Rs2,000 yearly for the book-keeping services provided by the Mauritius Co-operative Alliance Limited.

Grant Scheme to Cooperative Societies availing Internal Control Services from the Mauritius Co-operative Alliance Limited 

Cooperative societies benefit from a grant of 50% up to a maximum of Rs3,000 yearly for the internal control services provided by the Mauritius Co-operative Alliance Limited.

Scheme to encourage online submission of Financial Statements by Cooperative Societies 

Under the Scheme to encourage online submission of financial statements by cooperative societies, a prize of Rs10,000 will be awarded through a lucky draw to ten cooperative societies for online submission of their Financial Statements 2018/2019.

Grant Scheme for Capacity Building of Women Cooperatives 

The scheme provides financial assistance to Women Cooperatives for hiring of consultant/person knowledgeable and having relevant experience in the field to inter-alia advise on modernisation of the activities of the women cooperatives and the upgrading of products and also for adopting technological innovation to increase productivity and efficiency. 

The Scheme part-finances the fees for hiring the services of consultant/person knowledgeable and having relevant experience in the field to a maximum of 60% of its cost up to Rs20,000 per women cooperative society.

Grant Scheme to encourage Youth Participation in the Cooperative Sector 

The scheme finances 50% of the cost of the project as seed capital up to a maximum of Rs25,000 for ten youth cooperative societies to kick start their activities.

Grant Scheme for Cooperative in Rodrigues for the purchase of water tanks ​​​

The scheme comprises the provision of a one-off grant of Rs 10,000 to twenty cooperative societies in Rodrigues for the purchase of water tanks.

Scheme for Upgrading of Consumer Cooperative Stores

The scheme consists of the provision of financial assistance of 90% up to a maximum of Rs90,000 to consumer cooperative societies for upgrading works- mainly painting, signage and associated works, and in addition shelves for display of goods and electronic cash register.​
